“Simulcast” was not as you put it ” an ugly symptom of an oppressive regime”, it is cultural and financial phenomena, still seen in many European countries. The cost of producing “quality mother tongue programming or film” versus simply importing foreign material and dubbing it, is/was the issue here.
Germany and France dub all foreign mainstream films, without the option of a simultaneous original soundtrack on radio. You can hardly call these two nations oppressive, now can you.

Much of the simulcast programming you did not mention, was originally in French and German (Derrick and Arsene Lupin to mention only two), – dubbing it into Afrikaans gave it a much wider audience, and again you could here the original German and French soundtrack on radio. Does not sound very oppressive to me.
